I'd go with Carter. The Raiders are in the bottom 10 in sacks allowed and although the Broncos haven't been getting sacked a lot due to their lack of passing, I think Tebow is gonna throw the ball more times than people think he will this week which should open up some opportunities for Carter. He should also get plenty of tackle chances.
