Rashad Jones Value from week 4

Due to the agreement, he is supposed to play (correct me if I am wrong) from week 4. Knowing that Mia defense has a field day every game with lots of tackle opportunity, is he a must add (top waiver priority) for DB this week?

He's suspended four games so is eligible to return week 5. But tye phins are on bye that week so he'd come back week 6. I think he's going to have DB1 top 10 value upon returning. So worth the pickup if you have the bench spot.
