Maximize Tackles week 6: Neal or Bellore?

My league doesn't only reward tackles, but it overweights them such that I'm best off maximizing tackles and getting lucky with turnovers. Open flex spot, have Keanu Neal and Bellore, both newcomers to their roles. Who's a safer bet to log 5-7 tackles?

I like Neal as I'm just not confident that SF will keep Bellore in an every down role. They keep switching out that role.
