Keeper: Top Safety or Mid LB

Guru I am in a 16-team keeper league and we keep two defensive players.  We start 2 LB's, 1 Safety and 1 flex (only included relevant positions for question).  Standard league except 1 pt given for assisted tackles instead of a 1/2 pt.  It looks like there will be 26 LB's kept and 2 Safeties kept.

I am keeping an LB ranked around the 15th spot and am trying to decide on my other keeper ... a top 3 safety or LB in the range of 23-25.  Preferences?

I'd keep the other linebacker. Turnover at the fantasy DB is relatively high from year to year compared to other positions so it's a bit riskier to keep even a top ranked guy and sleepers/guys off the waiver wire emerge during the year at the position.
