IDP Kick Returners & Top Return Defenses

I'm in a 14 team league where players and defenses get 1/10yrds of returns.  We play 1 DEF and 2 IDPs (any position).  I don't like this scoring system, but i need to find some return heavy IDPs to be competitive.  We've already drafted and i'm trying to work the waiver wire.

Daniel Manning, Javier Arenas, Brian McCann, Patrick Peterson are all taken already.  I'm looking at players like Lardarius Webb.  

Can you suggest some other options for my IDPs spots.

Also, are the rams a good play with their return team?

Webb is a decent play, but depending on who is left on your WW, I may opt to go with a linebacker that generates a lot of points off tackles. I would need a list of the top free agents though to give you more advice.

If high tackle/sack is the better way to go (considering the potential impact of the kickoff rule), i feel like i'm probably ok.
