How high does Bosa rank when he is healthy?

I see his ROS ranking, but I don't know how much the fact he isn't playing yet is baked into that. Is he better than guys like JPP and Campbell?

he was ranked #1 when healthy before (this year, preseason). if healthy i don't see that changing.
