I might be stubborn here since I have been pumping him a lot this off-season but I'd stick with Davis. Cleveland is terrible and that defense is going to be on the field a lot. I don't see how Davis doesn't rack up tackles in a full time role.
Hunter should be looked at as a DL3 in 10-12 team leagues. Not sure how that equates to your league.
