CB Norman vs Webb

I drafted Webb high because of his punt returns, but since the first game where he returned 1, he hasnt been involved in the return game at all.

Is Norman a better choice for the season than Webb?
Norman is still available on the WW.

In a tackle heavy league I think so. However, there is no guarantee Norman keeps the job if he plays poorly. So there is some risk there.
